Oh, are you going to make stem props from those 4 spikes you cut off that weren't blooming? And also, would the judges really have frowned on the fact that there were 4 unblooming spikes if you didn't cut them off? After all, they're judging the flowers and not the plant (as they would in a giving out a culture award).

Yes, you have to removed spikes. Unbloomed or previously bloomed spikes are included in award description that will bring down the average of flowers per inflorescence.
