 Post subject: Fungus on bottom of leaf?

Here are two pictures, bottom of the leaf and top of the leaf. Is this a fungus? I've tried three applications of Thiomyl / Cleary 3336 but it continues. Any thoughts on what it might be or how to get rid of it? I cut off affected leaves, dust the cut with cinnamon, treat with Thiomyl and growth seems good for a bit. Then it comes back. Kind of a bummer.

From the look of pictures, leaves are infected with bacterial brown spot. Systemic fungicide would not work.
Have you tried system bactericide like Phyton 27 ?

Thanks Peter. I haven't tried treating for bacteria. I'll get some Phyton 27 and get started!
